Why bind the Pagespeed module in the Nginx + Apache bundle?

Hello.
There is a bunch of NginX + Apache on the server. The first is for statics, the second is for everything else. Why bind the Google Pagespeed module with such a bundle? (the module has an image optimizer that seems to only make sense on NginX, and much more from the module then only makes sense on Apache)

To Nginx, since it deals with statics. Compilation takes 3 minutes

With Apache it will be easier, for Nginx you will have to compile
