Why aren't AD policy properties displayed after migration?

Good afternoon.
A domain controller was migrated from Windows 2003 R2 SP2 to Windows 2012. There were no errors. And it was required to change the policy rule for a group of computers. Rule "Run only specified Windows applications". The problem is that in windows 2012, when editing a rule, the list of programs is not displayed. In 2012, the list is only visible when selecting a policy in the options tab. At the same time, everything is displayed for 2003. Why?
