How to delegate RODC rights?

Hey! Such a question - when installing the RODC, we select a group that will have administrator rights on this controller. We expose password replication to the user group that will work in this office. And now the question is - in this group there will also be accounts of domain administrators, whose passwords are naturally not replicated. Does this mean that if there is no one left in the office, and the WAN channel with the main office explodes, the domain administrator who arrives will not be able to log into the RODC?
