There is a need to organize the work of different users on 1 server,
provided that each user / group of users will have access to z disks,
and users will not see other people's z disks on the network and contact in any way,
access to users will be provided through the remote app to the 1C application (as is already clear from the above, each user / group will have its own 1C database, it must be distinguished),
Please do not offer to divide the server into virtual machines, this is not relevant when 1 person works in 1 database

It is possible and not difficult.
Access to disks and folders is limited by NTFS rights.
For reliability on terminal servers, I always use a limited program launch policy - you can only run programs installed by the administrator, you yourself will not be able to install or run the program without installation.

So what's the problem.
1. All users have their own profile and I can’t access each other
2. NTFS permissions for groups and attach their own Z disk for each group (you can even dynamically chain them with group policies for different OUs)
3. The same with access to 1C

Or even easier - turn on the visibility of only those folders on a network drive to which the user has access.
Then steer the rights, in accordance with the policy of the party adopted by you.
