Why are YouTube videos not loading completely?

Recently there was a problem: most of the videos on youtube will not load completely. The progress bar only reaches 80-90%, when the playback reaches this point the video just stops and the same screen is shown that appears if the video is watched in full. If you click on the place where the video stopped, then an endless download starts (but progress is at the same place), the built-in debugger first shows a short request, then nothing.
Has anyone else had the same problem, how was it treated?
I check in the latest Chrome.

Same issue in Firefox on Ubuntu 12.10. Google talked about increasing the cache in the flash settings, but it did not help.

The same problem, but in my case, the YouTube Options for Google Chrome extension is to blame. YouTube has changed something in its work, I'm waiting for the extension to be updated.
