Why are these elements and not blocks here in BEM?

Here, for example, in the figure, where menu_block: https://en.bem.info/methodology/key-concepts/#Block Why are buttons (tabs) elements, not blocks? After all, they are reused there four times.
Shouldn't it be a block?

The menu item is not used outside the context of the menu block, which means it is an element.
