Why are there so many agents in 1C-Bitrix?

Hello!
And tell me, how long ago did agents "by default" appear in the Bitrix admin panel? To be honest, I have never seen these agents, and here the other day I receive letters from the site inspector that the site will either go down or be restored.
I have about 20 such sites. on hosting, respectively, in 2 days I received more than 250 email messages in the spirit of "site down - site restored." And accordingly, the waiting time for a server response increases significantly.
Until yesterday, this had never happened, everything worked stably.

Those. the first user logged in, all the agents worked on it, and then the cache is given! Well, a visitor from the same metric can be the first one, I think, in reality, your buyers will not experience any inconvenience!
