Encoding: how to decode correctly?

Добрый день!
Использую одну ftp библиотеку. Она некорректно работает с русскими символами. К примеру папка с названием "Новая папка" она выдает такими символами юникоде:
"\U2013\U00f9\U2013\U00e6\U2013\U2264\U2013\U221e\U2014\U00e8 \U2013\U00f8\U2013\U221e\U2013\U00f8\U2013\U222b\U2013\U221e"
Можно ли разобраться почему она так кодирует русские символы и как правильно расшифровать это, какую кодировку подобрать?

What is an ftp library?
What's stopping you from changing it?
Have you tried changing the server settings? And what kind of server software do you have?
Where "she issues such Unicode characters"?
Name the name of the software, at least, give the config.
And the main question: What prevents you from using the Latin alphabet?

Most likely it's the server, try to connect with some existing FTP client and see. The string looks like the result of an incorrect encoding, I doubt that normal text can be obtained from it using normal methods.
