Why are there errors in encoding when transferring a site from hosting to hosting?
Hello! when migrating a site to wordpress from the best hosting with characteristics:
php 7.0
Database client version: libmysql - 5.1.73
phpMyAdmin 4.0.10.14
to another, more outdated, with characteristics:
php 5.4.6
MySQL client version: 5.0.22
PHP extension is used : mysqli
MySQL-encoding: UTF-8 Unicode (utf8)
phpMyAdmin - 2.11.11.3 Exported by database
as usual import with replacement of
"utf8mb4" to "utf8" for compatibility and utf8mb4_unicode_ci to utf8_unicode_ci in notepad++ , so export with maximum compatibility with mysql40 version - always errors with encoding, tk.
when entering the wp_options database tablealready see inscriptions of lines of this kind

and on the site itself - a (modified) theme is displayed for some reason with standard settings and inscriptions in Latin and Cyrillic in the form (???). I can’t get into the admin panel - when I enter the page I get an error:
