Why are the USB connectors short on the face of the case?

Config:

processor Intel Core i7-4790, OEM
cooler Zalman CNPS10X Optima
motherboard MSI H97M-G43
RAM DIMM DDR3, 8GB, Crucial
HDD 1TB, Western Digital Caviar Blue, WD10EZEX
case ZALMAN Z9 U3, MidiTower, ATX
power supply ATX 750W Corsair CS750 M, Active PFC, fan 12 cm, modular, CP-9020078-EU
video card NVidia GeForce GT 630
monitor Dell S2340L, 1920x1080, 8M:1, HDMI, 7ms, IPS Silver Black [2340-4362]
2 x USB 2.0 and 2 x 3.0 on the face. Most often, 2.0 ports are buggy.
The problem is the following. Sometimes it happens, I insert a USB flash drive - the computer immediately bugs or reboots. Often I bring a flash drive to the connector - and it hits my finger with current, sometimes I don’t even have time to bring the flash drive to the connector. Sometimes a flash drive is not readable in any of the connectors, you have to rearrange it.
How to solve this problem?

Sometimes it can short out due to a broken socket. Take a look here: itmages.ru/image/view/3428424/36c994f6 someone stuck the flash drive wrong, it didn’t fit, but the person was stubborn, continued to shove ... And many mothers check the USB circuit and the computer can issue the BIOS, and the system do not load - the computer just turns off.
But your case is probably not the same. If a spark jumps when you touch the computer, it means that static electricity is raging in your room - check if your air humidity is normal. Woolen clothes, a synthetic rug, etc. can also be the cause.

In essence, you can try to turn the power plug from the PC in the outlet so that 0 and phase on the connected devices match. And check the correct connection of the USB cable from the case to the MP. There is the fifth (ninth) posting, this is a separate land.
