Why are the attacker's nodes in the blockchain not disabled?

Why, in a mempool overflow attack or any other attack, does the system not track that small transactions come from the same node and disconnect this user? Is it something to do with the anonymity in the blockchain that the IP cannot be traced?

What does "disable" mean? Who should "disable" this node? What prevents "intruders" from raising another node? etc.

Nodes see each other's IP. And they ban each other if the behavior of another node seems harmful to them. But what is not prohibited by the rules of the network is allowed. Maybe some node in the settings should skip transactions with zero commission, while the other has a minimum for relaying. Each node can set its own rules.
