Why are SVGs missing in Chrome 71?

After the recent Chrome update to 71, many users are missing SVG images linked via <use>.

On Chrome 70 <, everything is fine. I have not made any changes for the last two weeks, I have been testing for a long time and the only guess is that this is some "limitations" with the release of the new version.

On my laptop, version 70 is ok, 71 was recently installed on the PC and there are no icons there.
