Does Google Chrome block all flash?

Many sites do not, but by what criteria does this happen.

Together with the Adobe team, developers from Google created a mode in which only those blocks with Flash content and videos that are located directly in the center of the page are automatically launched, i. all the attention of the user is directed to them. But all other inserts will be frozen until they are explicitly clicked on.
