Why doesn't the template from theme 15, 16, or 17 display subcategories if I've enabled the "specify hierarchy" option?

Understood.
The fact is that by default, if a record is not attached to a category, then the category is not displayed. But if you want to display empty subcategories, you will have to create your own widget.
