Why are scheduled 1C tasks not performed on schedule?

Platform 8.3.9 PSU 3.0 configuration is typical.
The database is deployed on MSSQL, everything works fine except for routine tasks.
On the example of exchange rates, you can see that the settings are by default, but for some reason the scheduled tasks are not executed. If you click "Run now" - everything will work properly. But they don't want to.
I suppose that this can somehow be connected with the settings of the 1C server, but I don’t know where to dig.
