Why are Russian quotes not included in the fortunes program?

Ubuntu Server 12.10 LTS
Installed a simple program of daily quotes in CLI fortunes, everything works in English.
Then I installed the fortunes-ru package, but no quotes in Russian appeared.
What else needs to be done for this?

Using the method of scientific poke, I found out that the fortune ru command displays one Russian quote.
Now we create the eng directory and copy all the files from /usr/share/games/fortunes there, then transfer all the files from the ru directory to the same directory . Done, the default program always shows only Russian quotes! And on command fortune eng English.
