i3 window manager not listening to config changes?

INTRODUCTION:
I decided to switch to i3 (Arch Linux), installed it, logged into the system already with i3. Everything works well, stable.
It's time to customize it.
I do:

cd /etc/i3
ls

Output:
config config.keycodes config.pacsave
Execute:
sudo nano config
Config:
Lots of text
# i3 config file (v4)
#
# Please see https://i3wm.org/docs/userguide.html for a complete reference!
#
# This config file uses keycodes (bindsym) and was written for the QWERTY
# layout.
#
# To get a config file with the same key positions, but for your current
# layout, use the i3-config-wizard
#

# Font for window titles. Will also be used by the bar unless a different font
# is used in the bar {} block below.
font pango:monospace 8

# This font is widely installed, provides lots of unicode glyphs, right-to-left
# text rendering and scalability on retina/hidpi displays (thanks to pango).
#font pango:DejaVu Sans Mono 8

# The combination of xss-lock, nm-applet and pactl is a popular choice, so
# they are included here as an example. Modify as you see fit.

# xss-lock grabs a logind suspend inhibit lock and will use i3lock to lock the

# automatically start i3-config-wizard to offer the user to create a
# keysym-based config which used their favorite modifier (alt or windows)
#
# i3-config-wizard will not launch if there already is a config file
# in ~/.config/i3/config (or $XDG_CONFIG_HOME/i3/config if set) or
# ~/.i3/config.
#
# Please remove the following exec line:

PROBLEM:
I decided to start by changing the terminal called by hotkeys, under the comment "# start a terminal" I did the following:
# start a terminal
bindsym Mod1+Return exec xfce4-terminal
#bindsym Mod1+Return exec i3-sensible-terminal

(commented out the previous entry, copied it and changed the name of the terminal to the desired one)
Saved the entry.

I press the Win + Enter hot keys, the last terminal (i3-sensible-terminal) opens, instead of the desired one. No changes were made to the config. I opened the config again, for double-checking, the entry is present. That is, the config is exactly preserved.
I tried rebooting the system and pressing the hotkeys again, but nothing changed. I checked the config after the reboot, it is still the same, that is, my entry is there, it has been edited.

NOTES:
The terminal "xfce4-terminal" is installed and works fine.
I am making the transition from the xfce4 window manager, from it the terminal, I used and use it all the time, so I am completely sure of the operation of the terminal.
On an i3 system, typing "xfce4-terminal" in a terminal opens the desired terminal.
That is, the program itself works, even inside i3, but only if you run it manually. And launching with the help of hot keys specified in the config is not performed.

@Bourbon11

see if there is a config in the user's home directory ~/.config/i3/config
if it is there, then it has priority over /etc/i3/config
