By code, pages are not enclosed in tags. Why aren't product pages indexed?
Judging by the checks on the services, there are no explicit sanctions from Yandex and Google ..

Disallow: /*? - check in the search console (View as Googlebot), does it see the page site.ru/products-mainmenu-64?page=shop.browse&category_id=17 ?
think. does not see, since you have forbidden scanning in robots.
my advice to you is to make normal CNC pages, and they have 301 redirects of the old ones
