Why are ports not working on a laptop?

Notebook lenovo ideapad s415. Recently, usb devices (mouse, flash drives and everything else) stopped working on two usb 2 ports, only a usb3 flash drive works on a usb3 port, usb2 flash drives do not even work on this port. All ports have power. The mouse glows when connected to all ports, but neither the mouse nor other devices want to be detected (both in the OS and in the BIOS). They gave the laptop to the SC for diagnostics, in our city there are no certified lenovo services, they gave it to the first SC that came across. They said a week later that a replacement processor was needed. After clarification, I found out from them that the processor was soldered on the motherboard and the microcircuit (as I was told by phone) responsible for working with USB allegedly burned out. This chip is located on the processor.
Is the processor responsible for working with usb ports? Is there a bga chip integrated into the processor? Or is it just that they hung noodles on my ears in the SC? At the software level, the processor works fine, the laptop works as if nothing had happened, the usb ports just do not work. Who will give an expert opinion on this?

I surprised myself. I googled it - the way it is, the AMD A4-5000 processor for inexpensive laptops does contain a southbridge. This, with minimal piping, will allow you to make a ready-made x86-compatible laptop.
And the northbridge has been integrated into the processor for many years.
PS Repairmen - if they are good - I hope they will understand you. Lomasterov divorced a lot, he fell for such. They ruined the laptop keyboard - apparently, picking it out, as in new ones, while in IBM's it is screwed on. And when they assembled, they tightened the screws at random, regardless of the length and markings.
PPS While googling, I came across a photo of the motherboard of the "reference" laptop. Unusually small. Apparently, the "everything in the processor" approach works.

boot from LiveCD and test the ports under other operating systems
change the processor if there are problems with USB = divorce
