Why are ports not opening on Azure (ws 2008 r2) (free trial period)?

Actually the problem is the following.
I took a test period for Azure for 30 days.
1 I created a virtual machine on Windows Server 2008 r2
2 I disabled the firewall
3 I go into Server Manager and start adding Inbound Rules Outdound Rules, it turns out


4 Then I stomp to the endpoints and add the port there I

check the port on 2ip.ru is closed (and no software connected)
What did you do wrong? Help me to understand.

Try to open the ICMP protocol outside. Helped me. Here are the instructions if needed.
