Why are php overwritten after project update?

When I download a project from the SVN repository, in many places in the project (Yii2), the expression "<?php" becomes just "<?".
Why is this and how to avoid it?

I don’t know why you have something overwritten, but I know how to make it work
in php.ini, you need to install short tag support
and restart the server
