Why are not all computer resources used during the installation of the program?

If I scan my computer for viruses, the antivirus uses all the CPU resources.
If I test a hard disk for speed (crystal disk), the entire hard drive works relatively speaking at 100%.

However, when installing software (installing Git) I noticed that not all resources are being used! The processor, memory, drive - all "half" "smoke bamboo."

Questions: where is the bottleneck of the computer when installing software in this case? Why are not all resources used at 100%?

PS also I tried moving a folder with files (several thousand) from the same logical drive located on the SSD. It can be seen that the disk is practically not used. Strange why?

Well, take a single-core processor, you will have 100% resource utilization. In your case, the process simply rushes between the cores and everyone gets less than 100%, if you calculate in total, then your load is ~ 160% of a single-core processor.

Well, that is, the very fact that the program does not need 100% of the resources to work does not bother you at all? The program consumes as much as it needs to execute its algorithms, no more. By the same logic, the program for displaying “hello world” should also eat all the resources
