Why are meta tags not showing up in Joomla?

Hello, who dealt with Joomla.
Please answer why meta tags and description may not be displayed?

How and what could be the problem?
How to output description and meta tags manually?
That is, I can prescribe some kind of array that IF the category (well, or the page) has a description and meta tags, then they should be displayed.

In Joomla, meta tags are output through the libraries/joomla/document/html/renderer/head.php file. Maybe it is not called in the template? Check if there is a template.
