How to allow directory permissions for joomla?

Joomla

On windows 7, a local apache + mysql + php server is installed. There was a problem with joomla (3.4). Joomla cannot get access rights to the logs and tmp directories, although everything is fine with others. How to give joomla rights to these directories as well?

you just need to create them (chmod rights are not set on win)

Well, rights should not be given to Joomla, but to the user under which Apache runs
