What is the best empty template for jomla 3 with bootstrap 3 and what would be able to collect CSS in a heap and cache it in a file?

Hello. Actually the question is in the title.
You need a completely empty template that contains a minimum of css and js. Only what is needed for the job. But what would the latest bootstrap 3 be connected to and in the settings it would be possible to collect all the css in a heap and cache it in a file ?
