Why are messages sent from The Dude to Telegram so strange?

Good day!
My war with mikrotik (The dude) and telegram will never end.
Finally, I raised a server from AWS over the hill, threw a php script there and everything works fine. In mikrotik itself, I set up several Netwatch and everything works, it sends notifications.
But there are some oddities with the Dude.

Here is the notification.
On the Internet, everyone unanimously writes that everything works (I already removed all sorts of% 20,% 0A and so on). When you click on the "Test" button, the notification in the cart comes complete, but all sorts of [TimeAndDate] do not come with a value, but just like that ([TimeAndDate]), you can see in the screenshot below.

It seems like everything works, but it was not there. I apply, click "OK" and cause some error and VOILA, the message in the cart falls, but this is what falls: (Screenshot below)

How can I defeat this devil machine? What am I doing wrong I don't understand. Good people who use The Dude and who have everything set up, please share your tips!
And a couple more questions:
  1. How to implement a line break here. There are many similar questions on the Internet, everyone writes that you need to use% 0A, but I have this underscore, not a line break.
  2. Who did Netwatch at home, more precisely, what notifications do you send and how do you arrange them? I just have: /tool fetch url=" http://0.000.00.00/telegram/tg_message.php?message= Nebel%20-%20Internet%20UP ". But it's boring and not interesting. Interesting to see how others have done it.

Thank you in advance to all who respond, have a great day!
