Why are IP addresses duplicated?

I do not know who to contact, but such a problem.
I have a Fibaro smart home system. There are 2 switches that go separately to the 3rd one, it is connected to the router so that it distributes DHCP, and that to the computer. But then failures began, I see that my controllers are duplicated and the entire network hangs. If I connect only one of the switches, then everything works. I thought they were looped, so I connected the switches in series, but nothing changed. What could be causing this error on my system?

there's another router on your network...(or a DHCP server) that's the whole problem.
generally infuriates when some smart people bring routers from home - check how they work and include them in a working network.
