Why are icons set by UNC paths not displayed in Windows 8.1?

The problem is the following, if for a shortcut on a file server located, for example, in
\\10.10.10.2\share\
, set an icon located, for example, along the path
\\10.10.10.2\share\icons\[name].ico,
then in Windows 7 the icon at when entering the first path, it is displayed correctly, when entering this directory locally from the server itself (2008 R2) it is displayed correctly, but when entering from Windows 8.1, the icon is not displayed, a white square is visible instead of the icon.
Moreover, Windows 2012 R2 behaves in the same way as Windows 8.1, which is expected, the icons are not visible.
