Why are foreign companies not looking for companies for design, editing and video design, but only IT programmers?

What is the general abstract way to move to a developed country? Are there only IT (programmers) companies around or are there companies where you can become a designer / video editor / motion designer? And is it obligatory to pay for expensive higher education in these countries or is it possible to self-taught?
