Why are dns servers not replaced with the specified ones in openvpn?

Here is a piece of the server config:

push "redirect-gateway def1 bypass-dhcp"
push "dhcp-option DNS 8.8.8.8"
push "dhcp-option DNS 8.8.4.4"

But clients continue to use their dns servers! Why is this happening and how to fix it?
