Why are appmenu settings not being added in KDE?

Hello. Ubuntu 12.04 system
Contents ~/.config/gtk-3.0/settings.ini
gtk-shell-shows-menubar = 1
appmenu-qt appmenu-gtk appmenu-gtk3 plasma-widget-menubar
installed
But the settings did not appear

Restarted X, updated, changed the scheme to oxygen - to no avail .
What's the catch, where to dig? Once I put it on ROSA - it got up without problems, but there's a jamb here.
The distribution kit is not an option, not my PC.
