Why are app updates not being published on Google Play?

Uploaded the app on Google Play. You need to download the updated version. In the manifest file, I changed the version code to "2", signed the apk file. But, when uploading to the play store, the error is: "APK file with version 1 code already exists. Please use another code." What could be the problem?
