Why am I getting notifications from blocked sites without a VPN?

I live in a country where some of the websites that I occasionally use are blocked.
I use a VPN to access them. I installed applications, for example: mail.ru mail and when I receive a message, I receive a notification on my device. At what it happens without use of VPN. Why is this happening? And where can I read more information about this?

Notifications are not sent by the service itself, but through third-party providers of PUSH notifications, which may not be blocked. Google "push notifications provider".

Because the morons who block sites don't understand that it's impossible to block information, there will always be a way to exchange.
