Why after phpDesignera I can't change files through any other editor?

Good afternoon !
After they just edited the file via ftp on phpDesigner - access to this file was closed for everyone except this phpDesigner Te
it can not be changed from another computer - it writes access is denied
Even if you directly go to the server and try to change the file through the file manager - also nothing does...
What is it anyway?
And what do you think, where is the problem?
