Why, after clearing the cache in Drupal 8, pagination appears where it should not be?

There is a view that displays certain types of materials in a table. In total, there are 3 such entities on the site. The use of pagination on a page by 10 elements basis is included. After clearing the cache, pagination appears, which disappears after resaving the view. What could be the reason?
