How to make it easier to make a version of the site for the visually impaired on cms drupal-6/7?
There is a site of a municipal institution on cms drupal -6, it was required to make a version of the site for the visually impaired. Here is an example for clarity ege.edu.ru/ru/. Please tell me how best and easier to organize all this (that is, two versions of the site will turn out: a regular one and for the visually impaired, how to combine them?)? If there are useful links to the necessary resources, share))
Who can help give advice on Skype?
PS I'm just getting started with php and drupal.

alas, I don’t know exactly how about drupal ... but the old and true way is 2 CSS files, 1 for the visually impaired - there is no other. And just a menu, like languages that switches between these two files
