Why 500 server error?

On the server there are sites on bare html and there are several on php, the monitor starts flashing, says that every 5 minutes the site either falls or rises. Well, sites on php can be loaded there, but why do sites on html-naked fall? Or pages are loaded after several updates but without css and pictures:
