Who uses cable network accounting systems (SCS, LAN, FOCL)?

Does anyone use systems for accounting and certification of networks in their work? It is certification, not monitoring. Basically, it is the physical level (cable lines, cross-connects, plinths, cabinets, patch cords, etc.) that is of interest, what is where and how it is started, boiled, what ports are connected to. As an option, I considered NetworkDesigner (ned2{dot}ru), but equipment crossings are not taken into account there. What other analogues of this system exist and are used?
