Who Should Do Animation? Designer, layout designer or is there someone else?

We layout designers know how everything is arranged and what is possible to implement.
What do you think, is it worth doing animation development or leave it to the designer?

Animation should be handled by a designer to convey their ideas to a developer. It is very difficult to explain on the fingers. And so the designer takes the same Principle and transfers his ideas in the form of a finished animation to the developer.

The designer can come up with the concept of animation, but he certainly should not be engaged in its implementation.
