Who set up Huawei AC + AP?

Tell me there is Huawei AS equipment (wifi controller) and to almost all access points connected to it AP. The question is for each AR you need your own visit or you can have one for all. I'm asking why. When an AP registers for an AU, it is only possible to connect to the one that registered first. Why is that?
