This is how it should be, because you have an inter-frame codec (one key frame, N after it are derivatives), which means that the PC constantly makes calculations in order to play the video. Plus, when you rewind, the PC first looks for an I-frame, and then it calculates the one you rewound.
For editing, they came up with editing codecs, in which each frame is a separate, intra-frame. For example DNxHR\DNxHD, ProRes and others - convert video to them, and then work with the converted video. They take up a lot of space, but they rewind beautifully.
