Who owns the rights to Bob Marley songs?

I am developing a web application. I want to use one of the Bob Marley tracks.
It is legal?
Who owns the rights and is there any risk for using these tracks in the web application?
At first, the application is not planned to be monetized in any way, in the future, perhaps, monetization through advertising.

Probably the rights belong to some record or publishing music company.
As for the legal side of the act (meaning the legislation of the Russian Federation): you plan to illegally use the object of copyright in order to generate income.
The owner of the rights to this work can file a civil claim in order to compensate for the damage caused: articles 1252, 1253, 1301, 1311 of the Civil Code
Also, your actions can be qualified under article 7.12 of the Administrative Code, and in the case of large and especially large damages under Art. 146 of the Criminal Code.
Google the articles, the responsibility is pretty clearly defined there.
