Is it possible to create a smart player that would select the right phrases?

Hello!

I have a set of different sound phrases. For example, a buyer calls an online store and asks certain questions about the work of IM. There is already a formed base of recorded voice responses of the operator for these questions. Is it possible to make it so that some created smart player understands the question and selects either a similar or exact answer from all the already recorded phrases and plays it to the buyer? The type of artificial intelligence that communicates already written and ready-made answers. The most important thing here is that he correctly understands the question and palms off an answer that is similar in meaning.
Maybe this has already been implemented and there are ready-made options for solving the problem? Or does nothing like this exist yet and you have to develop it from scratch for a large amount of $?

In programming and artificial intelligence, a complete zero. Thanks everyone for the replies!

This is not even close to artificial intelligence, such applications are made when they just start learning programming. True, in the form of a chat. The system looks for keywords in the question and, based on them, selects the most relevant phrase-answer.
Ready-made solutions have also been on the market for a long time, the most expensive thing in them is the algorithm for selecting the relevant answer. Look for something like "voice robot".
By the way, there is even such an interesting thing as the Turing test, created back in the 50s, and the very concept of such robots appeared even earlier ... I recommend reading at your leisure: https://ru.wikipedia.org/wiki/%D0 %A2%D0%B5%D1%81%D...
