I would look towards Red Hat. At least there are certification centers in Russia.
As for ubuntu - they seem to have closed this topic.

As far as I remember, Ubuntu relied on LPI. Those. To get a certificate for ubuntu, you needed an LPI certificate.
To be honest, I don’t really understand why an ubuntu certificate is needed. As correctly said above, it is better to look towards RH, or the same LPIC 1-2. At least there will be no vendor-oriented knowledge.
