htmlbook.ru is a reference book. Learning... huh... is a very difficult question. And lightweight at the same time.
Take WordPress first and make a website, use it. And only later, having understood what you need, will you go to learn tags. Online ok. a lot of sites on the topic "how to make a website on vp". A lot of rubbish, but there are decent ones. If there is a desire, then in my account there is a link to the site, while it is empty, I will start filling it later, just with proven information on this topic.
