Upload/download files from the site. Implementation?

Good day! I want to implement on the site the download of files for certain users. those. so that from the admin panel it would be possible to upload a specific file to a specific user in a personal account, where he can view and download them.
I'm not particularly good at this.
Maybe there is a similar engine on which I can apply my template or articles that will give me the right direction to study this issue?
Googled, didn’t find anything worthwhile ... maybe I googled it wrong.

Almost any CMS provides a tool for uploading files and many give a distinction by roles, another question is whether this can be tied together without knowledge of php? I think no. As I understand it, the task is not typical, so it's easier to write some simple cms on framefork-e, for this task. Ready to take, but not for free of course. My skype: inet_shop1
