Who knows speech recognition programs (more precisely, voice control)?

Good afternoon. The task is as follows: I speak into the Notepad microphone, the computer launches the notepad application pre-assigned to this word. No matter how much I searched, I found only Nuance-Dragon NaturallySpeaking, but there are a number of problems, there is no Russian and a very dreary and long learning program in English (I spent 3 hours and did not finish). There is also a game commander, but there are a lot of false positives, more than 50%.

I will describe the place of application: there is a home server, an input-output is connected to it, which controls electrical relays, which in turn drive the light. Ideally, it should be like this when we say “Light”, the light turns on. But the light does not turn on when there is a movie or someone is talking (Game commander loves to work on almost any speech).
