Leading specialist can mean two options.
Either the technical level and authority is high enough to be already an architect in the project, when you are trusted to choose the ways of implementing certain things, the choice of technologies, etc.
Or the project level, when you have been in the project for a long time and are well versed in business tasks, so you can also choose ways to implement certain things when there are ambiguities in the TOR.
Basically it is the senior+ level.
And yes, do not confuse lead specialist and team lead - they are different things. Teamlead is micromanagement.
