Usually interns are taken during their studies at the university. For example, let's look at large companies:

At the age of 15, it is better to continue learning, you can start writing your own Open Source projects, so that by the time you come of age you already have development experience.
If you look from the point of view of the Labor Code of the Russian Federation, then, making allowance for the fact that the concept of an internship as a way to gain experience and knowledge is not in the legislation, you can get an internship in two ways: under an employment contract (i.e. officially this is a job) and under a student contract (it's almost like working under a contract). In both cases, the employer must enter into an employment relationship, pay money to the trainee, pay taxes and contributions. In the case of minors, additional restrictions and liability fall on the employer. In addition, the intern must be supervised by someone, and this is the time of a valuable employee who also needs to be paid. Total: the employer gets a lot of headaches, which is not the fact that it will pay off. Many will refuse without hesitation, they are right in their own way and do not blame them. But theoretically - they can take it.
At 15, a person can do a lot. May have the necessary knowledge and skills for the job. Can find a job 200 km from home. Can move to another city with almost no money. Can work during the day and study in the evening. At least that's how it was for me. Are you asking "is it possible"? And who ultimately decides whether it is possible or not? Only you, no one else. Ask yourself better: "do I need it now?" I needed. If you also need it, if you are not afraid of difficulties, then who will stop you?)
We wrote above about our Open Source projects - it will not be superfluous, consider that you are building up a portfolio. If it is something, albeit simple, but not banal, it can be of interest to potential future employers.
You can try to participate in different hackathons or seep into some meetup. This is an experience, and new impressions, and new acquaintances from whom you can learn something in the future. It is possible that this may help in finding a job. You can analyze other people's projects on github, find errors in them (and maybe even edit them), communicate with developers. Of course, this is not the same experience as if you constantly work in some company, but it is a good and valuable experience that others may not have. Yes, and the companies are all different, I "trained" in one company, and in another this experience may not be entirely relevant. Although the presence of deep system knowledge will be useful in any case.
