Who is responsible for the laptop warranty?

Faced with the following situation. Bought a Microsoft Surface Laptop 3 from a retailer in December. It comes with a 2-year extended warranty against user-caused damage. Microsoft is ready to make an exchange, but only in the US and some EU countries.
The retail store refuses warranty service and offers me to send the laptop to the above countries at my own expense, since this case is not included in the warranty of the store itself.
Actually the question is:
1. Can I make a claim to the store? After all, the laptop was bought from them officially (Receipt, etc.) and, in theory, the right to an extended warranty and maintenance goes to them, and all the costs of sending the device should also be borne by the store.
2. The store gives a guarantee for the device for 3 months, although as far as I know, by law, the Seller cannot give a guarantee less than the manufacturer.

You should probably first contact either the Russian office of Microsoft or the office in the country where it would be convenient for you to send the laptop.
At least, at least OCZ and Logitech used to change their devices with such a shipment.
After all, there is still the question of whether they are ready to exchange a laptop intended for the Russian market abroad.
I think that in this the store is more likely to be right than not, the guarantee is still not worldwide.

In general, "white" stores have not dealt with a guarantee for a very long time.
The guarantee is handled by official service centers and workshops.
But they only deal with warranty repairs of equipment officially sold and supported in the country for which they have an agreement with the manufacturer and for which the manufacturer sends them documentation and spare parts.
Stores are engaged only in warranty replacement under the act of non-repairability of the official SC.
Serovoz: they buy equipment at retail over the hill and sell it here, saying that "under the guarantee, bring it to us and not to the SC", and they give the minimum "guarantee" in order to have time to bring it to the official SC in the country of purchase in case of a fail. Well, or in this case, take it yourself to the country of purchase and take it to the official SC under the manufacturer's warranty, which applies to the device in the country of official purchase / support.
